Course Description
In this course, every student had many opportunities to share their views in various policy fields. The atmosphere of class discussion was proactive. Based on the interactive teaching from Prof. Tsao, it was easier for me to master essential concepts and approaches related to comparative public policy. Prof. Tsao also attached importance to empirical policy studies and presented various case studies in the class, such as anti-corruption policy, higher educational policy, aging policy, etc. Overall, the whole learning experience in this course was great.

I really enjoyed this course "Comparative Public Policy" taught by Prof.Tsao. In this course, I learned a lot about the policies in terms of distinct themes, such as corruption, higher education around the world, especially in Asia. I have to say Prof. Tsao is an experienced shcolar, he is very good at giving us interesting examples to help us understand.Meanwhile, he is rigorous about academics but really friendly to us. He was eager to help us with not only our studies, but also with our personal planning.

The excellent teaching by Prof. Tsao has enabled me to know more about the different strategies of policy making. The couse work is also interesting and useful in knowing different policies. I enjoy the discussion in class during the presentation, which brought inspiration. Another course work is the individual paper, which required us to compare the policy in two regions or countries. Prof. Tsao has given me many useful comments throughout the course.

We have learned to explain policy outcomes by comparing different political units. In particular, there can be comparison between different political institutions, like the United States vs. China. Besides, comparison can also be made between different governance styles of the same governing institutions, namely, the style of CY Leung vs. Carrie Lam. We have practiced this approach through studying inspiring cases in class, and wrote a comparative policy paper on any topic we are interested in.
