Course Description
The course covers various policies, including anti-corruption policy, education policy etc. Prof. Tsao has used different case studies to explain the situation and the policy making process in different regions and countries. The excellent teaching by Prof. Tsao has enabled me to know more about the different strategies of policy making. The couse work is also interesting and useful in knowing different policies. I enjoy the discussion in class during the presentation, which brought inspiration. Another course work is the individual paper, which required us to compare the policy in two regions or countries. Prof. Tsao has given me many useful comments throughout the course.

Course Description
We have learned to explain policy outcomes by comparing different political units. In particular, there can be comparison between different political institutions, like the United States vs. China. Besides, comparison can also be made between different governance styles of the same governing institutions, namely, the style of CY Leung vs. Carrie Lam. We have practiced this approach through studying inspiring cases in class, and wrote a comparative policy paper on any topic we are interested in.
Assessment
Attendance and participation: 15%. Group Presentation and discussion: 25%. Research proposal: 10%. Final individual research paper: 50%.

The course objective is to explain policy outcomes of different political units, whether they are national or sub-national governments. The course also discusses some fundamental issues concerning the approach, scope and methods of doing comparative public policy. The course is divided into two parts. First, some foundational concepts, conceptual definitions and the underpinnings of doing comparative public policy will be given. Second, cases in major policy areas including Hong Kong, China and major countries in regions around the world will be examined by applying the concepts and theoretical frameworks introduced.

This course will show us policies in many fields to help us find research directions that interest us. In the first few lessons, the professor will first introduce the research method. This course is based on the interaction between students and the teacher, and it is not only the teacher who inputs knowledge unilaterally.
